Following the issuance of the historical decree of the 6th of April 1365 by Imam Khomeini, may Allah be pleased with him, regarding the need to deal with the cultural affairs and education of the children of the martyrs, freedmen, missing persons and veterans of the Islamic Revolution and the imposed war, in order to create the necessary educational and research field at the highest level. (Sahifeh Imam Khomeini, Vol.20, 28-28) Preparations for the establishment of a university under the name of Shahid University began and this university was officially established in 1998.
In the same year, a statute was prepared and approved for it. The general goals of this university were: providing educational and training facilities for Shahid's children; Providing the necessary grounds to strengthen the scientific foundation of those loved ones; Increasing the educational quality of the university by emphasizing the training of expert staff and above; Attention to research, especially applied research, and organization of research centers, especially in master's and higher courses, and the development of free, part-time, and night training to respond to the needs of society. The statute of this university was revised in 1369; In this way, in 20 articles and 9 notes in the meeting dated 08/29/1369, it was approved by the Joint Council of the 1st and 2nd Commissions of the Supreme Council of the Cultural Revolution and it replaced the previous statute subject to Resolution No. 803/Dash dated 3/20/68 of the aforementioned council. .

  • In order to create the necessary educational and research facilities in higher education courses for those children of martyrs, freedmen, missing persons and veterans of the imposed war and the Islamic revolution who are qualified and capable of higher education, a special university named "Shahid University" is established.
  • This university is established as the country's educational center for an unlimited period.
  • Shahid University is a non-profit institution affiliated with Martyr of the Islamic Revolution Foundation and with an independent legal personality, whose legal representative will be the president of the university.
  • The budget of the university is provided by the Shahid Foundation.

 

According to the same statute, the duties of this university are:

  • The university can accept students in associate degree, bachelor's degree, master's degree, doctorate and in various fields of study. The establishment of these courses at different stages after meeting the conditions and providing the necessary facilities, depending on the case, is subject to the permission of the Council for the Development of Universities and Higher Education Institutions of the Ministries of Culture and Higher Education and Health, Treatment and Medical Education. The university will grant an official encyclopedia to its graduates in approved fields and degrees.
  • In cooperation with the Ministry of Education, the university is obliged to organize a pre-university and refresher course in order to improve the academic level of the children of martyrs, missing persons, veterans and freedmen in order to succeed in the entrance exam of Shahid University.
  • The university is obliged to comply with all educational rules and regulations related to universities and higher education institutions that have been approved by the Supreme Council of Cultural Revolution, the Supreme Planning Council and other relevant authorities.

The pillars of the university

The pillars of this university are: the board of trustees, the university president and the university council. The board of trustees consists of nine personalities from the country and university faculty members as follows:

A) The President

d) Minister of Health, Treatment and Medical Education

b) Representative of the leadership and supervisor of the Martyr Foundation of the Islamic Revolution

e) Minister of Education

c) Minister of Culture and Higher Education

f) Two faculty members at the rank of assistant professor and above who have at least three years of teaching experience, one of them proposed by the Minister of Health, Treatment and Medical Education and the other by the proposal of the Minister of Culture and Higher Education after approval by the Supreme Revolutionary Council They are chosen culturally.

g) One of the cultural personalities at the suggestion of the representative of the leadership and supervisor of the Martyr Foundation of the Islamic Revolution and the approval of the Supreme Council of the Cultural Revolution

h) President of the university

The duties of the board of trustees are as follows: approving the internal regulations of the board of trustees; Approval, installation and dismissal of the university president, which is done at the suggestion of the representative of the leadership and head of the Martyr Foundation of the Islamic Revolution and the approval of the Board of Trustees and the approval of the Supreme Council of the Cultural Revolution; Approving the organizational chart of the university based on the proposal of the university president; Approving the annual budget and the detailed budget of the university by presenting and according to the proposal of the university president, approving the financial, transactional, employment, student and other necessary regulations; Approving the auditor and determining his fee according to the proposal of the university president; Approving the balance sheet and annual financial statements of the university; Supervising the good implementation of university activities and reviewing the reports submitted by the president of the university; Approving the rules for earning university income and how to spend it; Proposing the development or dissolution of university units or fields of study to the ministries of culture and higher education or health, treatment and medical education, as the case may be; Approving the university president's proposal to determine the amount of research fees, teaching fees, copyrights and the like; Approving the regulations on how to collect gifts and other public assistance to advance the educational and research goals of the university; Approving other matters that are entrusted to the board of trustees in this statute.

The appointment and dismissal of the university president is the responsibility of the chairman of the board of trustees. The duties and powers of the university president are as follows

Participating in the meetings of the Board of Trustees and presenting the proposals of the University Council to the Board of Trustees, implementing the provisions of this statute, regulations and educational approvals of the Ministries of Culture and Higher Education and Health, Treatment and Medical Education as appropriate, as well as the regulations approved by the Board of Trustees of the University, establishing the necessary coordination between University officials and supervision of the good implementation of affairs, recruitment of human resources needed by the university, appointment of university vice-chancellors, heads of faculties and heads of subordinate educational and research units, estimation of the annual budget and the detailed budget of the university and its proposal to the board of trustees for review and approval, preparation of charts The administrative and organizational organization of the university and presenting it to the board of trustees for review and approval, preparing and proposing the by-laws for the composition of members, duties and powers of the university council to the board of trustees, preparing and proposing the financial, transactional, employment and other by-laws required by the board of trustees, The auditor's proposal to the board of trustees, sending the auditor's report to the board of trustees.

The university council is formed to solve and review the general educational and research policies and approved programs of the university, as well as to find ways to solve possible problems and obstacles in the implementation of various regulations and bylaws of the university.

This council presents its reform proposals to the board of trustees and other competent authorities through the president of the university. This university started its activity in Mehr 1369 by accepting 165 students in seven fields of study (including nursing, midwifery, educational sciences, social sciences, psychology, mathematics and painting) and currently with 5437 students in 68 fields (one field In the specialized doctoral level, there are two fields in the professional doctorate level, 28 fields in the master's level and 37 fields in the bachelor's level) in eight faculties of medicine, dentistry, nursing and midwifery, humanities, basic sciences, technical and engineering, agricultural sciences and art and A non-attendance training center continues to operate.
